French Climate Summit, will it produce the results we need?

The problem with coming to an agreement between almost 200 nations is the money. Developing nations do not have the capital to spend on lowering greenhouse emissions like developed nations do. Here is where the work will be cut out for the conference.

There are many who do not believe this conference will amount to what world leaders claim. And some disbelievers even point out that the meeting of this conference alone will create 300,000 tons of CO2 by itself and that's all that it will really create.

From my research I believe that this conference will produce long-term goals and agreements to lower countries carbon footprint. Why?
